RD 100 1x12 - How loud should it be?

This may sound like a crazy question, but I had this amp re-capped several years ago and it has low hours. I also have new tubes in it (also low hours). I play clean, so I keep the gain very low. But on the Hi Input and with the power switch up, it's still not very loud. Is this the correct behavior of this amp?
